Or, you could "trap" him by finding jobs for him in your spare time and watching him write the application for you to deliver yourself.
Does he not even do anything useful while not working? Cook/clean/gardening/etc? If not, start making a list of chores to hand him every day. He needs to form a habit of being useful so when he finally does get a job he just doesn't blow it off because he has a safety net (YOU).
