Looks like a speedy, frail Special Attacker which is probably best for its movepool. If it were physical it would’ve needed a good phys Electric move like Bolt Beak and to get crazy coverage like Drill Run. As it is it should be fine with Thunderbolt/Electro Ball and Air Slash, hopefully gets coverage moves like Heat Wave or Dazzling Gleam.
Might do very well on rain teams assuming it gets Thunder and Hurricane, which is super thematic for a frigatebird/storm-petrel line.
