Also 545 BST is too good for a Route 1 Pokemon, especially with that crazy powerful stat distribution.
I know you're doing Gen 5 Pokemon, but if there was any Pokemon with a Normal/Steel typing, it should be based on any kind of animal with wool (such as a Llama or an Alpaca) but also be based on "steel wool", like pic related.
