What ultimately though decides it and what do they all have in common? All these pokemon do not rely on their psychic abilities for survival.. they're more of a stage of developing or psuedo form of psychic ability development. Think of it as catching a glimpse in transitional pokemon evolution.

They are however most famous for their "plug and play" survival strategy: Beldum and Magnemite are not born as individual organisms so much so that they are born as separate or individual pieces of an organism to be later assembled into a "mature" organism. Why do this? This stratagy ensures that the species can produce MANY offspring that are naturally inclined to not only ensure their own survival, but the survival of their entire species if they wish to "mature" or "evolve".
