The movies were first, but because movie continuity and anime continuity is different (excluding only DBS Broly) they decided to make an anime version. The first 20 or so episodes of Super are just recaps of Battle of Gods and Resurrection F.
BoG is genuinely an amazing movie. It's easily on par with the best arcs in DB/Z and well worth the hour and a half it takes to watch it.
The best way to watch Super is to watch BoG, Resurrection F, and then skip to the U6 tournament arc in the anime. Skip the filler episodes and go straight into Goku 13/50 and then into ToP. DBS Broly has no real continuity with the Tournament of Power since Goku can't go Ultra Instinct on command yet so you can really watch it any time after Resurrection F.
