This is a genuinely terrible idea OP. In no way would this be fun or memorable or anything like that. All it would do is make it more tediuos. I agree that not everything should be as common as Zubats, but there is limit to everything. Anything lower than 1% is basically bullshit (talking about pokémon species here, shinies are okay as they don't affect the species distribution).
