The answer is because Smogon is too safe. Again, it's a casual-friendly environment, and it not only promotes safe play, but practically enforces it. It's incredibly difficult to think outside the box in Smogon battles. The custom rules they have make it to where skill, planning, and forethought aren't nearly as important as they should be, which is decidedly UN-competitive.
Now, as a disclaimer, I think that if this were Smogon's goal, then there would be no problem. If they were TRYING to be what is effectively a casually competitive community, then I wouldn't complain about what they do. Problem is that's not the case. Smogon thinks they know better than the creators of the Pokemon games. They think THEY should be considered the "word of god" regarding all things competitive Pokemon, and that's a laughably misguided thought process. I think that's ultimately the underlying reason I have a distaste for them -- that arrogant attitude of thinking they're superior at crafting a metagame when they clearly aren't. The decision to ban Mega Lucario is one of the largest pieces of evidence for that.
This is, of course, not to say that Game Freak has made a perfect Pokemon metagame. That would be impossible. All I'm saying is that Smogon is going about improving the metagame we have in place in all the wrong ways. Rather than helping it flourish, they're hindering it, and the fact that they THINK they're helping it flourish really grates on my nerves.
