Ignoring any measure of popularity, Torterra has a problem where it just isn't dynamic. If you want to draw it you're pretty limited in what you can do with the creature itself. The design makes up for this with its little biome making a great setting for smaller Pokemon, symbiotic relationships and other comfy things - but Torterra itself will still be rather static/samey throughout each image.
