Even if that weren't the case, most Pokemon have mouths, or other non-traditional orifices, that can be used for penetration. And even if all else fails, sex does not always have to mean penetration. Pokemon are still very capable of feeling the touch of a human if Amie/Refresh is anything to go by, so if you really want to you can fuck even the most inantimate, featureless of Pokemon like Voltorb just by rubbing your dick against it.
