It was designed by two Japanese Girls, and Japanese Girls design with Japanese Girls in mind. They tend to like tall, lanky and pretty dudes that fall in line with their Bishounen aesthetic, which is why Clamp-like designs are such a hit over there (Clamp is also an all-female team of designers and all of their boys are popular among females for this same reason).
The fact that Inteleon is a literal Secret Agent at your service and official references cite his undying loyalty and protection to his partners only fulfills the Stron, but Pretty Boy trope even harder. GekkoSere was also one of the most popular Pokemon x Human ships for this very reason. Japanese girls love the trope of having that strong and pretty dreamboat that takes care of them and protects them and smells like roses, so they gravitate to those designs. It was pretty clear Inteleon would be a big hit over there.
