it's not the art itself, it's not that people dislike sugimori's drawings -- it's that the illustrations are just repurposed standard character art that we see on dozens of other pokemon products. i'm sure he doesn't even design the cards himself. there's probably some intern that cuts and pastes his original illustrations on, for example, a stock image of water being poured.
