I tend to handwave Hoenn as "Holy shit guys let's do all of this colorful stuff that we could never have convincingly done on the Game Boy". And then offset the asset creation time by making a third of the map water; a region of Japan flipped 90 degrees yes but they knew what they were doing when they chose to do that.
