Are the starters in Radical Red v3.1 shiny locked? If not, can you SR directly in front of the pokeball/one you want to pick and still shuffle the tiles each reset? Or do I need to do it just before Oak walks me into his lab? At around 1500 SRs with no luck. I know it's 1/4000 odd for this game, but it's taking a while so I'm just trying to be sure I'm doing right.
