What if we made a tier that allowed you to do so by increasing the level cap of some of the weaker/nfe pokemon and decreasing it for the more powerful.
Like, Blaziken's, an Uber, stats at level 65, and Fearow's, an Underused, stats at level 75 are pretty even, making it a fair fight?
I haven't really thought about this much and its probably a shitty idea but I was wondering what you think.
