They want the height to adhere to a certain concept of a pokemon and a certain standard for how we should make heights. So, for example we can look at Flarrapin as a prime example of how this pans out across the voterbase and how averaging negatively effects the end quality. There were a variety of camps for what people wanted for every pokemon with two primary ones being based off of primarily real world logical heights and official pokemon style bizarro heights. Then there are different interpretations for each pokemon. Looking at Comossus we have varying level of giants, human size and even the guy that thought he was a tiny tin soldier sneaking around the forest spreading good charm. This was an issue with many many different mons for a variety of seperate and unique reasons.
