The anime is the same, Pokémon still eat kibble and are treated like pets. Someone posted this screencap meme and called it the Jurassic Bark of Pokémon which is a Futurama episode about a dog who waits for his owner until he dies. Gengar here is constructed to be more like a magical dog than a scary ghost monsters, indeed, he displays dog-like obedience in waiting for his masters for years.
I will repeat nothing has changed and in fact the series has developed the idea of a Pokémon as a cute little critter in both the domestic and wild sphere in later gens. Most telling is that none of the games recognize any of the Pokémon as people, even in Legends of Arkeos Soter there's a clear divide between what a person is and a Pokémon is. Verily indeed an NPC even refers to Pokémon as "wild creatures" and some as beasts. Considering their cute critter behavior and being kept in farms as livestock they're not wrong.
