Just about every modern ARPG (FF7R, Tales Of, Ni No Kuni) is required to have fast animations to keep up with the gameplay, and all playable characters there have a wealth of animations from sword swinging to magic casting and all of them look significantly better than "overhead slap"
Shit, honestly I'm having a hard time not thinking of an RPG with better animations than Pokemon that still manage to be fast, I was playing Cyber Sleuths this year and that's another example in the same damn genre.
Pokemon could also, you know, get with the times and allow players to speed up/skip animations on demand. In the Disgaea series, you just need to hold the B button to speed up turns, and hold down ZR to skip animations on top of that, the combination of the two makes the gameplay extremely fast, even though Disgaea is known for having 20 second long over the top attack animation cutscenes.
Really Pokemon is the only franchise I can think of that somehow can't manage to have good animations and fast battles, that's not something you can blame on long animations, that's something you can blame on Pokemon simply refusing to innovate and make a good product that plays like its from this century.
