All of the other baby Pokemon are fine from a gameplay standpoint as a means of theoretically introducing a Pokemon line earlier in the game. For example, hypothetically encountering a Chingling on the first route would be perfectly fine, but encountering a Chimecho would be too much in terms of game balance.
The only problem is that this was never put into practice with Chingling like it was for other baby Pokemon, because Gamefreak sucks dick and can't consistently put their own balance practices to use.
