With a few exceptions of course. Milotic and Dragalge don't really follow the blue theme, but I think they still make the team look pretty by bringing in a splash of variety with their pink/red/purple. Latios isn't aquatic, but he's a blue dragon and he can learn Surf/Dive so I made an exception for him too.
I'm thinking of adding one more criteria like "cute/beautiful/graceful", which would let me replace Latios for Latias, and Gyarados for Lapras. But for now this is fine I think.
