if we are going to survey anything, we should first determine which mons get signatures. once that's all set, the problem of everyone trying to make up sig moves will vanish and we will be left with the practical moves all mons can make use of
there. I just found the solution to your "special snowflake" problems now there are no excuses not to have more space for the move gurus to do their thing
also it's not like the moves themselves won't also get surveyed, so theres another layer of security to keep the idiots from making overpowered shit, special snowflake moves. etc etc
