It's scales are *like* steel in their hardness, but they're not actually steel. At most his scales that cover him let him use stuff like iron head or flash cannon.
He is a Tribal Warrior crossed with a Moʻo. Dragon/Fighting. He can use steel moves due to his scales being similar to them in their toughness, but he's not literally made of metal.
If Kommo-o was ACTUALLY made out of steel, then he'd look more like Duraludon.
