What I was trying to say is that E4 members shouldn't be recurrent characters like rivals or villain team admins.
This probably is a Sun and Moon only thing where every single resident of Alola is involved in your story somehow, so the region ends up feeling small and permissive because the whole league is fighting a bunch of your friends, except Kahili, she is cute.
