That's why apparently obvious candidates for inclusion, like Dedenne (obviously based on a doormouse) or Patrat (rat is literally invoked in its English name, mouse in its Japanese name) aren't included because their species are "antenna" and "scout" respectively. Meanwhile Pokemon that that don't resemble rats or mice at all, like Sandshrew and Bidoof, get in because their species are "mouse" and "plump mouse" respectively.
And I think other anons have made the point that there is no distinction in Japanese between a mouse or a rat. I'm not sure about that.
This is still a hard cope from Zodiacfags though. In order to make the argument for Cyndaquil they have to take species names literally - which applied across the board to all fire starters makes their faggotry fall apart.
