I open the floor for discussion about naming the Pokemon the strongest of all time, barring future creations but even then are they storng enough to withstand Hoopa-U's control? If they are not capable of overcoming the full extension of Hoopa-U's power then it's safe to say that /vp/, Smogon, Showdown(respectively), and other simulators should have the mascot placed as the strongest in canon lore.
The ultimate 'Trainer' that could very well catch them all and quite possible control all 720 pokemon. It even has the power to become so angry that it manifests it's own shadow and face against it's own self. Bringing the conclusion that TWO Hoopa-U could be in the same time space.
If their power draws on a multi-realm level we can assume that multiple Lords of Time & Space could be brought, disastrously, into one place at one time.
This is where wibbly wobbly timey whimey space talk goes viral.
By the by, it is my humble opinion that Hoopa-U's true power is beyond scale and the possibilities are quite literally infinite. Making it the strongest creature of any anime in and out of Pokemon to ever exist.
