The reason most noobs died anyways is cause "muh fire types." If you were able to get over croconaw's design or were good with reflect bayleef with synthesis, 3rd gym was legitimately easy if your pkmn were same level.
Anyways, im not saying these pokemon world tourney teams should be lvl 50 or same evos, just scale it down to above average the levels of trainers before that gym.
Besides, most people didn't understand the mechanics yet for gen 2 since gen 1 was a failure mechanics wise, so of course people struggled.
