Para needed a good sprite that didn't massively inflate its size.

if you find that it's too tough / not reasonable to be able to beat without a grass or water move, you can do what gen 6+ do
only not in a pathetic way and give a pokemon that's actually strong a moveset with "free turns", so to speak. moves that are situational but ultimately not horrifying to deal with.
Bide is actually sort of perfect for this, because you can "outplay" Bide by not just ramming your forehead into it. If Onix is buffed to be super fast like it should be, there's still some danger involved because Onix will turn Bide on before your attack, so it's not a total win button either way.
