Since HMs no longer exist, the list of Pokemon able to carry someone in the air, on the water...etc can be rethought entirely.
Pidgey and Doduo can be excluded from it, simple as.
And anyway, pretty sure that given that most pokemon have a massive strength, Pidgey could carry its trainer by holding it with its feet.
