Basically give Onix the same BST as Steelix but distributed into speed instead of defence. This works the same as Scyther/Scizor who share BST and Metal Coat evo with different distribution. Onix is canonically fast even in pokedex entries and would be actually interesting as there are very few fast rock types. The typing and special defence is still abysmal which lets it die to bubble/razor leaf, but it is pretty bonkers with Rock Head, Head Smash. It already learns Dragon and Body Press as well.
