But you can see from the get go that it has a contrasting identity than Kanto's, as Johto is more folklorish than Kanto by far. The only semblance of folklore you got in Kanto may be the Lavender Tower and that's it. Kanto is an agricultural/mountainous area where the countryside-city exodus has happened a long time ago and you'll have a hard time finding NPCs that talk about history there, unlike Johto. That may explain how their talking about how dangerous Viridian Forest is, is greatly exaggerated.
In Johto you get the Bellsprout tower and the Ecruteak city towers, which people all around the region seems aware of, with their own age-old lore each.
Also you can even see explicitly that houses are made of wood in Johto, unlike in Kanto.
Now I see that everyone seems to complain you got to travel to Kanto to complete your quest in GSC, but that's a completely different matter.
