My money's on the former given the dex entries about it changing to be a more ferocious pokemon only recently thanks to humans attacking it so often.
Imagine asking the Voice of Life, since it takes the form of a Hydreigon, if you can run your hand through his fur. I bet it would be the softest of them all!
