There is a reason that Arcanine was UU last gen though. It's obvious that it doesn't quite stack up to the rest of the shit in OU. BUT this isn't a problem for all you Arcanine fans! You're free to vainly attempt to find Arcanine's niche in OU while completely missing the mark 10 times out of 10.
