In theory they are fine and would allow for some cool expansions to movesets, but unfortunately the moves gamefreak picks to make TMs are some of the most cancerous. Knock Off, Scald, Roost and Toxic were by far the worst of the potential transfer moves. Some of the moves they got rid of I think would have been fine though, like Defog, Roar, and Teleport.
