We've seen Pokemon in the anime that has something akin to a stray, like back in the first season we had Meowth as a stray and then an entire Meowth group who stole food from a diner like...well stray cats trying to fend for their next meal. In a lot of cases Pokemon can absolutely be fine without human interaction, but that doesn't make them not 'stray'.
