And so along come Aqua and Magma, extremist groups that perform acts of domestic terrorism to sway the government in their favor. Very easy to recruit youth to their cause, secretly supported by a surprising amount of the general public when they aren't hurting innocents, and a large reason the vote keeps getting put off, in fear of retaliation from the loser.
Steven and Wallace would be large backers for Magma and Aqua respectively, although not overtly so. Their constant Champion matches a roundabout way of proving which side is superior. Tension and mistrust would be high on the league, with Gym Leaders harboring Team cells in their cities, feeding them information, etc. Undecisives/neutrals met with nearly as much hostility as the opposing side. A political shithole for the protagonist fresh out of Johto to stumble into, basically.
