Maybe an Open World game would be okay, giving more possibilities to end your game than become the Champion.
For the Postgame, you can use the Open World to complete sidequests which will make you encounter with characters from other games. This game takes place 20 years after the original Red and Blue (17 years after GSC), those characters have grown up, and talk you how their adventures have ended and what are doing at the moment.
