People assume it does, because logically advancing its evolution wouldn't remove aspect of itself that its had for its prior evolutions. We assume that Gardevoir's horns are still strong emotion sensors like Ralts & Kirlias, we assume they still love being around happier people, we assume their "Highly Developed Brains" have advanced to an even further state making them smarter than your average Kirlia.
