It's also why when you do CPU it ALWAYS takes a minute and it's never instant because it's trying to save resources. I am guessing cpu matches are probably sent to virtual servers and it takes time to spin them up and because it's not on prem it's more costly so to reduce cost it waits to gather as many human players as possible so they can play on one server(which isn't really one server because the servers are virtually split)
