One of the first news sites that covered the story used the picture of that guy with the article so everyone just assumed it was him and then kept spreading that (it was still a cosplayer supposedly, just not him). The Gengar didn't corrup your game if you downloaded it either, they just told people that so nobody would download it.
Before the event a fake flyer was posted on bulbapedia about a mystery gift distribution but removed. Fenzo666 from project pokemon was accused of this and iirc later said that he was involved with a fake distribution but he intended to have someone distribute a shiny Eevee "for people to start their journey with" and the Gengar was unrelated.
