You could say that Decidueye could be easily more dark type, but the fact it is an owl give it more of a spiritual trait, channeling its power from here.
That, the crooked wings, these dead leaves, the "disguise" (again can inspire easily both types) give it more of a ghost feeling in its design in general than dark.
