So like anon pointed out, our first route birds shouldn't get Peck from the start since it would be a big disadvantage for Foliat users. Furthermore, route 1 Pokémon usually only get normal type attacking moves in Gamefreak games.
I would also replace Peck by Gust on Bluffin, simply because it would fit its stats better, and that the other route 1 birds already get Peck.
