UU fag here. Drizzle and Drought are banned in UU because we have a large concentration of Pokemon that wreck in the Rain/Sun. Rain Dance is still an extremely effective strategy in UU, but think about it this way: you sacrifice a moveslot on your Azelf/Goodra for Rain Dance. Since you spend on turn setting it up, you can either be taunted or take damage on the turn you spend to set up Rain Dance. For Politoed, you can lead with it, switch to something that takes pitiful damage from what would otherwise damage Poli, and proceed to sweep. Politoed can come in again when something gets KO'd and set up again, switching out or staying in because it got its job done and gave you 16 turns of rain, more than enough to let Kingdra sweep. Also keep in mind Politoed isn't so much of a shitmon itself in UU since it's admirably bulky.
Sun is even worse. You could essentially strap a scarf onto Darmanitan and Victini, use Mega Houndoom, Flash Fire Arcanine for Chandelure, and one of the numerous mons that take out bulky waters. Replace any of those with a decent pivot and you're unbeatable by anything other than Rain teams.
Oh wait. Sun vs. Rain? It's almost like Gen 5 OU. Well as you all know, Gen 5 OU was a blast and a half. And by that I mean it was liquid garbage. Drizzle and Drought are dead in UU, mercifully and hopefully for good.
