Pokemon only got away with stagnating because it quickly pivoted away from focusing on its games to become a Merch/TCG/Anime franchise that just so happens to have games thanks to Business Expert Ishihara recognizing just how much cash cow potential the concept of Pokemon had.
It's because of him we have Pokemania too, he was so adamantly fast on expanding Pokemon as a brand that NoA couldn't completely fuck everything up in localization, see picrel.
