Threatening local Pokemon habitats and peaceful rural towns more out of neglect for their well-being rather than having any real malicious intent.
Members could use Porygon, Magnemite, Ditto, and various other Pokemon inspired by technology. Probably save Porygon-Z and Magnezone for the executives.

A crime syndicate much like Team Rocket but with more obvious similarities to the organized criminal underground of 1920's America.
Executives could be extremes of the various personalities that defined the big name criminals from that time period. One could be ruthless, one could be charismatic, another could be the weasel (comedy relief character?), maybe a business-minded one, etc. with the leader being a fairly stereotypical crime boss.
Corrupted law-enforcement could play a part as well.
Basically a typical crime drama with Pokemon.
