If I'm understanding you correctly, you're saying that TR would make (example pokemon) Gyarados outspeed tapu koko, but tailwind could also potentially make him outspeed tapu koko as well, and then you have the choice of bringing your TR setter or your tailwind setter, whichever one is more beneficial against the enemy team?
