Because before even taking Arceus' lore and the NA/Rapidash wife myth into account, Japan was famous for kitsune brides, crane brides and other assorted animal wives (the anime even debuting Ninetales, a kitsune, in a story of the day that leant HEAVILY on the kitsune bride myth), them delving into the past of the pokémon world and continuing to colour it with material straight from Japanese folklore kinda precludes them considering the rest of the world from the get-go (if only one country out of 100 or however many Pokémon's officially on sale in understands it completely, can't really claim it's being made to the ENTIRE list of countries Pokémon's officially sold in). Then there's the issue of Game Freak seeing pokémon as versions of yokai, Japanese spirits and monsters if they were actually real (likely why the real world was culled from the IP, to better sell the world of mythological creatures as extant magical creatures), not animals which they stated several times before removing the real world were below pokémon and humans. Besides, not as if Disney hadn't been working their magic on humanity for 60 years prior to Tajiri conceptualising, developing and ultimately releasing Pokémon on the west to make them more receptive to waifumon when they got going.
