Unbound Hoopa controls passage between entirely different realities such as our world and the Pokemon world. He is child-like in mentality, however, which leads to his abilities being used almost at random to amuse himself and others. As this being literally controls barriers between dimensions (and is the size of a kaiju) he is very dangerous. He can summon ANYTHING, even Arceus. This, arguably, makes him more powerful than the creator.
The bottle seals Hoopa to one dimension as Hoopa (bound). It turns his abilities into temporary movements between dimensions or movement between points on a single dimension only and he can't move himself at all via his powers.
