Of course like other popular rumour, PokéGods, it was a pile or bullshit, as Glitch Pokémon with the question marks (?????) as a name occupy #252 slot in G/S/C.
Later following popularity of this rumour Shadow Lugia based on Dark Lugia was added in Pokémon XD, PokéGods were added too as Mega Evolutions in X/Y.
