Kinda reminds me of what an anon said about Magma's redesigns in ORAS. Their base is inside a volcano, so they have to make sure to cover up any exposed skin so that they don't get serious burns. Though that doesn't make any sense with the female grunts, seeing as their legs are always exposed.
Anyways, E. Brendan is doing what Team Magma does in ORAS, though R/S does this better. ORAS Brendan would be getting burned all over the place in just a shirt and shorts.
