Gamefreak is probably THE richest software dev, there is no reason we can't get post release content patches with the missing Pokemon.

Pkmn Stadium 1 and 2 were battle sims but with Pokemon Collusseum and Gale of Darkness, they were able to do a full on story mode AND animate all ~130 Hoenn Pokemon on top of that despite being a much less rich company than GF.
