A talking dog doesn't exist, but a telepathic Gardevoir who lives among humans could. Its highly sapient unlike the animals listed there.
I feel like when it comes to the whole "Pokemon are animals" debate, just look at meowth or mewtwo. Those are entities that are very independent and extremely human even though they are just Pokemon. A gardevoir that is similar would not surprise me.
